Plans for more than 45,000 homes in three separate areas of Northamptonshire are to go to public consultation.
A report to the West Northamptonshire Joint Planning Unit states that 45,740 new homes will be needed in separate key areas by 2031.
More than 31,000 homes will be needed in the Northampton area, according to the house planning report.
Meanwhile, 7,700 new homes will be required in Daventry and a further 6,880 in south Northamptonshire.
Decisions on the plans will be taken after people living in the proposed areas and other interested parties have had an opportunity to study and comment on the proposals.
